FY 2019-21 Council Priority Workplan Compliance Statement
Improve Public Safety Item 505 Keep San Pablo Clean Litter Control Initiative is a policy item included in the FY 2019-21 Council Priority Workplan, amended May 18, 2020.

CEQA Compliance Statement
This agreement is for outreach, education and watershed stewardship activities such as litter removal and is not considered a "Project" as defined by CEQA.

BACKGROUND
Litter and illegal dumping are issues of concern in San Pablo for City employees and residents. A 2019 community survey found that the number one identified concern for residents is cleanliness of the City/garbage collection (SRI Inc. Survey - August/September 2019). In addition, the City of San Pablo is required to implement actions and programs that reduce trash from entering the local creeks and waterways and provide outreach and education to school age children as part of the City's National Pollutant Discharge Elimination System (NPDES) permit.

To help address the ongoing litter issue and meet the City's NPDES permit requirements, the City has been working with the local non-profit Earth Island Institute, commonly known as Kids for the Bay, to administer the Wildcat Creek Clean-up Program (WCCU) at local San Pablo schools. Kids for the Bay delivers classroom presentations, informational tables, school wide announcements and organizes a Wildcat Creek Community Clean Up Event for local student participation.
