This agreement is for outreach, education and watershed stewardship activities such as litter removal and is not considered a “Project” as defined by CEQA.
BACKGROUND
Litter and illegal dumping are issues of concern in San Pablo for City employees and residents. A 2019 community survey found that the number one identified concern for residents is cleanliness of the City/garbage collection (SRI Inc. Survey - August/September 2019). In addition, the City of San Pablo is required to implement actions and programs that reduce trash from entering the local creeks and waterways and provide outreach and education to school age children as part of the City’s National Pollutant Discharge Elimination System (NPDES) permit.
To help address the ongoing litter issue and meet the City’s NPDES permit requirements, the City has been working with the local non-profit Earth Island Institute, commonly known as Kids for the Bay, to administer the Wildcat Creek Clean-up Program (WCCU) at local San Pablo schools. Kids for the Bay delivers classroom presentations, informational tables, school wide announcements and organizes a Wildcat Creek Community Clean Up Event for local student participation. Kids for the Bay presentations teach students about:
• the local Wildcat Creek watershed;
• how the creek connects with the school neighborhood through the storm drain system;
• how the creek is connected to the San Francisco Bay and the Pacific Ocean
• how garbage harms wildlife; and
• how to practice the Five Rs (Reduce, Reuse, Recycle, Rot and Refuse) to prevent trash and waste.
Due to the uncertainty of school formats from the ongoing health crisis, Kids for the Bay will be working with local schools to provide these services in an online learning format. In addition, to reduce large gatherings typical for the Wildcat Clean-up Event, the program will be encouraging small, local clean-up activities with family groups for the whole month of October. City staff will continue to coordinate with Kids for the Bay on these changes to ensure the program is keeping up with the evolution of information and recommendations from the Centers for Disease Control (CDC) and the local Contra Costa Health officials.
This City Council item is requesting authorization to enter into an agreement with Earth Island Institute to continue the Kids for the Bay Wildcat Creek Clean-up Program in school years 2020-2021 and 2021-2022. The term of the agreement will be until June 30, 2022. Staff is requesting authorization for the Public Works Director to enter into an agreement with Earth Island Institute for the above services for the amount of $5,000 ($2,500 each school year).
FISCAL IMPACT
Funding for this service was approved and is available under the Public Works FY 2020/21 Environmental Services operating budget (255-3510-43500).
