CEQA Compliance Statement
This proposed action is not a project under CEQA pursuant to Guidelines Section 15378(b)(2): Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.

BACKGROUND
The San Pablo Police Department is not equipped with an armored personnel vehicle for tactical response. These armored vehicles are utilized by law enforcement to provide sufficient cover and concealment when responding to dangerous situations, such as active shooters, hostage rescue, or high-risk search warrant service. Currently the San Pablo Police Department must rely on outside agency assistance for an armored vehicle response.

The Defense Reutilization and Marketing Office LESO (1033) Program allows transfer of excess Department of Defense property that might otherwise be destroyed to law enforcement agencies across the United States and its territories. Beginning in 1997, Congress passed the National Defense Authorization Act which allows all law enforcement agencies to acquire property for bona fide law enforcement purposes.

Over 8,000 federal and state law enforcement agencies from all 50 states and the U.S. territories participate in the program. The San Pablo Police Department has participated in this program in the past for the acquisition of firearms and rifles.
