CEQA Compliance Statement
Staff evaluation of this work with respect to the California Environmental Quality Act (CEQA) recommends that it be found categorically exempt in accordance with Section 15301 (Class 1) of the CEQA Guidelines, minor alterations to existing public streets. A Notice of Exemption will be filed and recorded with the Contra Costa County Clerk when the project receives federal funding authorization from the California Department of Transportation.

BACKGROUND
In 2016, City staff submitted an application for the Systemic Safety Analysis Report Program (SSARP) Grant through the Department of Transportation (Caltrans) and was awarded $225,000 to identify safety countermeasures at the intersections of San Pablo Avenue, 23rd Street and Road 20. Pursuant to Resolution 2017-073, staff selected consultant Kittelson & Associates through a competitive procurement to compile and analyze crash data resulting in injuries involving a pedestrian or a bicycle at the referenced intersections and develop an SSARP planning report to be submitted to Caltrans. The report identified safety countermeasures as well as provided specific areas of improvement for pedestrian and bicycle safety in the City.
