CEQA Compliance Statement

Staff evaluation of this work with respect to the California Environmental Quality Act (CEQA) recommends that it be found categorically exempt in accordance with Section 15301 (Class 1) of the CEQA Guidelines, minor alterations to existing public streets.  A Notice of Exemption will be filed and recorded with the Contra Costa County Clerk when the project receives federal funding authorization from the California Department of Transportation.

 

BACKGROUND

In 2016, City staff submitted an application for the Systemic Safety Analysis Report Program (SSARP) Grant through the Department of Transportation (Caltrans) and was awarded $225,000 to identify safety countermeasures at the intersections of San Pablo Avenue, 23rd Street and Road 20.  Pursuant to Resolution 2017-073, staff selected consultant Kittelson & Associates through a competitive procurement to compile and analyze crash data resulting in injuries involving a pedestrian or a bicycle at the referenced intersections and develop an SSARP planning report to be submitted to Caltrans.  The report identified safety countermeasures as well as provided specific areas of improvement for pedestrian and bicycle safety in the City.

 

In 2018, Caltrans released a call for projects for the Cycle 9 Highway Safety Improvement Program (HSIP).  On behalf of the City, Kittelson & Associates prepared and submitted two applications based on the findings of the report: (1) Church Lane/Willow Road and El Portal Drive/Mission Bell Road, and (2) Rumrill Boulevard and Sanford Avenue.  Only one application was selected through the HSIP grant program and the City was awarded $914,040 in federal funding to install improvements at the intersections of Church Lane/Willow Road and El Portal Drive/Mission Bell Road.

 

The project will include installation of pedestrian crossing enhancements and lighting to improve pedestrian and bicycle safety at the two aforementioned intersections.  This project will install raised pedestrian refuge islands, improve existing pavement markings and signs, add advanced yield lines, add lighting to improve nighttime visibility at crosswalks, and install a rectangular rapid flashing beacon (RRFB) for the crosswalk at El Portal Drive.

 

FISCAL IMPACT

The total estimated project cost is $1,015,600 and the grant match requirement is $101,560.  Pursuant to Resolution 2019-084, a total of $18,130 exists in the FY 2019/20 CIP budget for the grant match requirement.  The remaining $83,430 in grant match requirement will be requested from the General Fund Designated Reserves in FY 2020/21.  At this time, staff seeks to accept and appropriate $914,040 in federal funding to the project (Project No. 0701).  Funding appropriations are as follows:
