Build a Healthy Community- (100.11) Develop Public Facilities for Active Living is an adopted policy item under the adopted FY 2019-21 Council Priority Workplan, effective March 1, 2019.

CEQA Compliance Statement
The project is exempt from the California Environmental Quality Act ("CEQA") pursuant to Public Resources Code sections 21083 and 21084 and 14 C.C.R. Sec. 15301 because it consists of the rehabilitation of existing street pavement within the City. There will be no increase in the number of lanes and no scenic resource will be altered or removed. A CEQA Notice of Exemption will be filed with the Contra Costa County Clerk prior to project commencement.

BACKGROUND
In 2016, the Metropolitan Transportation Commission (MTC) allocated $56.1 million in federal funds to the Contra Costa Transportation Authority (CCTA) for a Coordinated Call for Projects. Staff submitted applications for several projects under various funding programs and received $2.3 million in funding in 2017.

One of the projects submitted was the Market Street Pavement Rehabilitation Project, which was awarded $618,000 in One Bay Area Grant (OBAG 2) funds with a match requirement of $81,000.
