CEQA Compliance Statement

The project is exempt from the California Environmental Quality Act (“CEQA”) pursuant to Public Resources Code sections 21083 and 21084 and 14 C.C.R. Sec. 15301 because it consists of the rehabilitation of existing street pavement within the City.  There will be no increase in the number of lanes and no scenic resource will be altered or removed.  A CEQA Notice of Exemption will be filed with the Contra Costa County Clerk prior to project commencement.

 

BACKGROUND

In 2016, the Metropolitan Transportation Commission (MTC) allocated $56.1 million in federal funds to the Contra Costa Transportation Authority (CCTA) for a Coordinated Call for Projects.  Staff submitted applications for several projects under various funding programs and received $2.3 million in funding in 2017.

 

One of the projects submitted was the Market Street Pavement Rehabilitation Project, which was awarded $618,000 in One Bay Area Grant (OBAG 2) funds with a match requirement of $81,000. This grant funds Congestion Management Agency Outreach activities, preservation of local streets and roads, bicycle and pedestrian improvements, Transportation for Livable Communities, Safe Routes to School infrastructure, preservation of Priority Conservation Areas (rural land & open space), and federal-aid secondary maintenance of rural roads.

 

In 2017, MTC and CCTA announced a lapse in federal Congestion Management funds, which delayed funding for the Market Street Pavement Rehabilitation Project from 2018 to 2021. City staff sought approval from CCTA and MTC in early 2018 and the City was able to advance the Market Street Pavement Rehabilitation Project by utilizing a combination of City general funds and Senate Bill 1 (SB1) Road Maintenance and Repair Accountability Act (RMRA) funds to fund the  Market Street Pavement Rehabilitation Project (Resolution 2019-056). Because Market Street is a well-traveled minor arterial street in the City and with a Pavement Condition Index of 51, staff determined there was a need to prioritize this Project earlier than the rescheduled 2021 date of funding. The Market Street Pavement Rehabilitation Project is currently underway and will be completed by the end of July 2019.

 

City staff identified Giant Road, a major collector street that runs along the outskirts of City boundaries as the replacement project to receive the OBAG 2 grant funds that were initially awarded to Market Street Pavement Rehabilitation Project. The Giant Road Pavement Rehabilitation Project will rehabilitate street pavement with an overlay and slurry seal, upgrade curb ramps to current ADA standards and eliminate sidewalk hazards.  As a next step in the grant funding process for the Giant Road Pavement Rehabilitation Project, MTC has requested that a resolution of local support (attached) be submitted through MTC’s Fund Management System in order to proceed with programming of the OBAG 2/Local Streets and Roads Preservation (LSRP) federal funds in the Transportation Improvement Program (TIP) Amendment. 

 

FISCAL IMPACT

This item seeks to approve a local support resolution for the Giant Road Pavement Rehabilitation Project and no fiscal actions are needed at this time. However, upon approval of MTC’s TIP Amendment, staff will return to City Council to appropriate $618,000 in OBAG 2/LSRP grant funds for the Giant Road Pavement Rehabilitation Project, as well as the required grant matching funds in the amount of $81,000.
