BACKGROUND
CivicSpark is a Governor's Initiative AmeriCorps program dedicated to building capacity for local public agencies to address community resilience issues such as climate change, water resource management, housing, and mobility. The City of San Pablo has hosted two CivicSpark Fellows for the past two years (2017/18 and 2018/19). The Fellows have assisted the Environmental Services Division with multiple projects ranging from energy efficiency, electric vehicle charging station implementation, solid waste, and stormwater management.

For the 11-month term, the 2019-2020 CivicSpark Fellow will lead the development of a plan to eliminate trash discharged to the creeks by 2022; assist with outreach efforts for new solid waste regulations; and assist the City in coordinating with regulatory agencies to meet the stormwater PCB (polychlorinated biphenyls) goals.

More specifically, the Fellow will review the current plans for litter/trash reduction; research opportunities to expand these efforts; and develop a plan for the City to implement between 2021 and 2022 to achieve no trash in the creeks by the end of 2022.
