BACKGROUND

CivicSpark is a Governor’s Initiative AmeriCorps program dedicated to building capacity for local public agencies to address community resilience issues such as climate change, water resource management, housing, and mobility. The City of San Pablo has hosted two CivicSpark Fellows for the past two years (2017/18 and 2018/19). The Fellows have assisted the Environmental Services Division with multiple projects ranging from energy efficiency, electric vehicle charging station implementation, solid waste, and stormwater management.

 

For the 11-month term, the 2019-2020 CivicSpark Fellow will lead the development of a plan to eliminate trash discharged to the creeks by 2022; assist with outreach efforts for new solid waste regulations; and assist the City in coordinating with regulatory agencies to meet the stormwater PCB (polychlorinated biphenyls) goals.

 

More specifically, the Fellow will review the current plans for litter/trash reduction; research opportunities to expand these efforts; and develop a plan for the City to implement between 2021 and 2022 to achieve no trash in the creeks by the end of 2022. This effort is also intended to help the City reduce issues of illegal dumping throughout the City. To assist with solid waste regulations, the Fellow will lead outreach to the local community for solid waste programs including SB 1383 (composting and food waste diversion) and other recycling programs. The Fellow will also be assisting the Environmental Services Division in coordinating with regulatory authorities (Regional Water Quality Control Board, EPA, Fish and Wildlife), Bay Area local governments, scientific bodies (San Francisco Estuary Institute) and other entities on a cost effective way to reduce PCBs to the San Francisco Bay and meet the City’s stormwater National Pollutant Discharge Elimination System (NPDES) permit requirements.

 

Staff is requesting authorization from Council for the City Manager to enter into an agreement with the LGC for the above services for the amount of $26,000. The term of the agreement will be from September 2019 until the completion of the service year which is expected to be August 2020.

 

FISCAL IMPACT

The contract amount of $26,000 was included in the FY 2019/20 Environmental Services Operating Budget (255-3510-43500), which was approved June 3, 2019 (Resolution 2019-084).
