CEQA Compliance Statement
This proposed action is not a project under CEQA pursuant to Guidelines Section 15378(b)(5): Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment, but if deemed a project, then under CEQA Guidelines ? 15061(b)(3), in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

BACKGROUND
Police vehicle #847 (2007 Ford van) used for prisoner transport requires a new engine. The cost of repair ($9,000) outweighs the actual value of the van (approximately $1,000). At this time there is little salvage value keeping it. It is the desire of the Police Department to declare this vehicle surplus. However, rather than sell it for salvage value pursuant to San Pablo Municipal Code section 3.16.120, the Police Department recommends donating it to the Contra Costa College Automotive program which intends to use it for classroom training. Such donation is consistent with the City Council's policy priority to deepen the relationship with Contra Costa College and foster college and career readiness in our community.
