CEQA Compliance Statement

This proposed action is not a project under CEQA pursuant to Guidelines Section 15378(b)(5): Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment, but if deemed a project, then under CEQA Guidelines § 15061(b)(3), in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

 

BACKGROUND

Police vehicle #847 (2007 Ford van) used for prisoner transport requires a new engine. The cost of repair ($9,000) outweighs the actual value of the van (approximately $1,000). At this time there is little salvage value keeping it. It is the desire of the Police Department to declare this vehicle surplus.  However, rather than sell it for salvage value pursuant to San Pablo Municipal Code section 3.16.120, the Police Department recommends donating it to the Contra Costa College Automotive program which intends to use it for classroom training.  Such donation is consistent with the City Council’s policy priority to deepen the relationship with Contra Costa College and foster college and career readiness in our community.

 

Police vehicle #829, an unmarked 2003 Ford Crown Victoria, requires repairs exceeding $4,000. Such costs outweigh the actual value of the vehicle (approximately $1,000). The Police Department desires to declare it surplus property and dispose of it pursuant to San Pablo Municipal Code section 3.16.120.

 

The San Pablo Municipal Code 3.16.120 states: “All using departments shall submit to the purchasing officer, at such times and in such form as he shall prescribe, reports showing all supplies and equipment which are no longer used or which have become obsolete or worn out. The purchasing officer shall have authority to exchange or trade in all such supplies, equipment and materials; to sell by public auction, sealed bid, or agreement with other public agencies; or sell by direct negotiated agreement, or on a consignment basis. In the event the purchasing officer determines that any such obsolete or surplus property has no salvage value, he may dispose of it as he deems advisable.”

 

FISCAL IMPACT

Rather than sell the 2007 Dodge van for salvage value, the van will be donated to Contra Costa College, thus foregoing approximately $1,000 in potential revenue to the City but supporting the City’s relationship with Contra Costa College. The 2003 Ford Crown Victoria will be sold online or at auction and will generate approximately $1,000 in revenue to the City (100-2110-39202).
