The operable partition project for the Church Lane Senior Center is an adopted policy item under the Infrastructure policy area, Building Maintenance category of the FY 2018-21 City Council Priority Workplan, effective November 1, 2017.

CEQA Compliance Statement
Staff evaluation of the project with respect to the California Environmental Quality Act has recommended that it be found to be categorically exempt under Section 15301[h], "Existing Facilities" of the CEQA guidelines, on the basis that the project involves the maintenance and minor alteration of existing public facilities with no expansion in use.

BACKGROUND
The Church Lane Senior Center has a need to install a movable/retractable partition that spans approximately 40 feet across the existing Multi-Purpose room.
In May 2018, staff solicited informal bids for the Church Lane Senior Center Operable Partition Project (CLS-COP). The bid and contract documents require contacting the San Pablo Economic Development Corporation (EDC) for local hire and local subcontracting opportunities. On May 15, 2018, the City received two sealed bids. The bid results are summarized below.
