CEQA Compliance Statement
This proposed action is not a project under CEQA pursuant to Guidelines Section 15378(b)(5): Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. If a project, then the project is exempt from the provisions of the California Environmental Quality Act, (CEQA), under CEQA Guidelines ? 15061(b)(3), in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

BACKGROUND
On November 7, 2017, the Public Safety Standing Committee received a presentation on the AXON equipment and software as well its implementation. The Committee voted to receive the presentation and recommended this item be forwarded to the City Council for approval.

On November 21, 2017, the City Council approved a five-year contract with AXON ENTERPRISE INC. to outfit the Police Department with 55 body worn cameras (BWC) using integrated cloud-based storage. This highly successful program captures and retains footage of on-duty police contacts with the public made by members of the San Pablo Police Department.
