Infrastructure, and Interstate 80/San Pablo Dam Road Interchange Project are adopted policy items under the FY2018-21 Council Priority Workplan, effective November 1, 2017.

BACKGROUND
On December 21, 2017, the Contra Costa Transportation Authority (CCTA) Executive Director Randy Iwasaki transmitted a letter to State of CA Department of Transportation (CalTrans) District 4 Director Bijan Sartipi to underline the importance of available state transportation funding under SB 1 (The Road and Repair Accountability Act of 2017).

SB 1 funding is now available state-wide which creates an opportunity for CalTrans and CCTA, as a local Congestion Management Agency, to collaborate and deliver priority transportation projects in Contra Costa County. Under SB1 Transportation Legislation, 2018 SHOPP and 10-year SHOPP are estimated to be $2.4 and $5.2B respectively for Caltrans District 4 which encompasses all eight (8) Bay Area counties.

As outlined by CCTA in their December 21, 2017 correspondence, there are a number of regional transportation projects in Contra Costa County in need of critical project funding through SB 1 from the State Highway Operations and Protection Program (SHOPP) (See Attachment). One of these critical regional transportation projects is the Interstate 80/San Pablo Dam Road Interchange Project (Phase II) in West Contra Costa County/San Pablo. ...
