BACKGROUND

On December 21, 2017, the Contra Costa Transportation Authority (CCTA) Executive Director Randy Iwasaki transmitted a letter to State of CA Department of Transportation (CalTrans) District 4 Director Bijan Sartipi to underline the importance of available state transportation funding under SB 1 (The Road and Repair Accountability Act of 2017).

SB 1 funding is now available state-wide which creates an opportunity for CalTrans and CCTA, as a local Congestion Management Agency, to collaborate and deliver priority transportation projects in Contra Costa County.  Under SB1 Transportation Legislation, 2018 SHOPP and 10-year SHOPP are estimated to be $2.4 and $5.2B respectively for Caltrans District 4 which encompasses all eight (8) Bay Area counties.

As outlined by CCTA in their December 21, 2017 correspondence, there are a number of regional transportation projects in Contra Costa County in need of critical project funding through SB 1 from the State Highway Operations and Protection Program (SHOPP) (See Attachment). One of these critical regional transportation projects is the Interstate 80/San Pablo Dam Road Interchange Project (Phase II) in West Contra Costa County/San Pablo.

Due to the availability of potential 2018 SHOPP funding, the City of San Pablo, under Mayor Calloway’s signature, penned two (2) letters of support for 2018 SHOPP funding allocation for this important regional project, and transmitted these letters on March 1, 2018 to State Senator Nancy Skinner (D-9), and State Assemblymember Tony Thurmond (D-15) (See Attachments). Phase I of this project was completed in late 2017 at a total cost of $41.8M.  To date, a total of $15M in initial State Transportation Improvement Program (STIP) and Local Transportation Funding have been expended for project planning and environmental work for Phase II, with a remaining $65M needed for the remainder of the project.

Protocol requires that the City Council ratify transmittal of these important support letters by Mayor Calloway to State Legislators with majority minute action vote in accordance with adopted policy under the FY 2018-21 Council Priority Workplan as recommended by the City Manager.
