CEQA Compliance Statement
Pursuant to CEQA Guidelines Section 15061 (b)(3), the adoption of the subject resolution authorizing Public Works to submit a grant application is exempt from CEQA requirements. Under Guidelines section 15378, "project" does not include the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment

BACKGROUND
The Strategic Growth Council's Affordable Housing and Sustainable Communities (AHSC) Program provides grants and affordable housing loans for compact transit-oriented development and related infrastructure and programs that reduce greenhouse gas ("GHG") emissions. Senate Bill 862, Statutes of 2014 established the AHSC Program, to be administered by the Council, "to reduce greenhouse gas emissions through projects that implement land use, housing, transportation, and agricultural land preservation practices to support infill and compact development..." The AHSC Program is funded by the Greenhouse Gas Reduction Fund (GGRF), which is an important part of the State's overall climate investment efforts to reduce greenhouse gas (GHG) emissions. The minimum grant award is $1 million and the maximum award is $20 million.
