CEQA Compliance Statement

Pursuant to CEQA Guidelines Section 15061 (b)(3), the adoption of the subject resolution authorizing Public Works to submit a grant application is exempt from CEQA requirements. Under Guidelines section 15378, “project” does not include the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment

 

BACKGROUND

The Strategic Growth Council's Affordable Housing and Sustainable Communities (AHSC) Program provides grants and affordable housing loans for compact transit-oriented development and related infrastructure and programs that reduce greenhouse gas ("GHG") emissions. Senate Bill 862, Statutes of 2014 established the AHSC Program, to be administered by the Council, "to reduce greenhouse gas emissions through projects that implement land use, housing, transportation, and agricultural land preservation practices to support infill and compact development..." The AHSC Program is funded by the Greenhouse Gas Reduction Fund (GGRF), which is an important part of the State’s overall climate investment efforts to reduce greenhouse gas (GHG) emissions. The minimum grant award is $1 million and the maximum award is $20 million.

 

The City of San Pablo’s proposed submission for the AHSC Grant Program is for additional work for the Rumrill Complete Streets project between Costa Avenue and San Pablo Avenue.

The City of San Pablo has already received four successful grants for the Rumrill Complete Streets Project (detailed below).

Although the City has received over $10 million in grant funding the total project cost for the Rumrill Complete Streets project is expected to be $13.4 million.

 

Rumrill Complete Streets

Rumrill Blvd is currently negatively impacted by connectivity gaps and lacks appropriate pedestrian bicycle and transit infrastructure which impedes the community’s ability to walk, bike and utilize greenhouse gas reduction modes of transportation, such as buses on the corridor. The Project will calm traffic, improve safety in low-income housing census tracts, improve stormwater quality and improve the streetscape for residents. The Project will enhance the sidewalk and street edge with landscaping (which will double as green infrastructure) and improve safety by reducing the number of travel lanes.  The project removes barriers by widening sidewalks and providing dedicated, protected bike lanes, which result in fewer conflicts between cyclists, pedestrians and automobiles. Specific improvements constructed as part of the project include Class II and Class IV cycle tracks, street trees, pavement striping, concrete sidewalk, concrete curb ramps, flashing beacons, traffic signal improvements, additional lighting, signage, trash enclosures, Wildcat Creek Trail enhancements, bicycles racks, green infrastructure and median/buffer landscaping.

 

The estimated cost for the AHSC grant improvements is $1 Million and all funding is being requested through the AHSC Program. At this time, staff is seeking approval to apply for the AHSC Grant Program for the above described work. Grant applications are due by January 16, 2018. It is anticipated that these grant funds for projects will be awarded in June of 2018. Staff will also be compiling letters from various departments for the grant application such as letter of consistency from the Public Works Department and a letter for adequate site control from the City Manager’s Office.

 

FISCAL IMPACT

There is no fiscal impact at this time as this item is to request authority to apply for grant funds. The grant request is anticipated to be $1 Million to cover all costs for design and construction of the grant eligible aspects of the projects. For this grant there is no match required; however, additional points are awarded for providing matching funds. If an ASHC grant is awarded, staff will return to City Council to accept, appropriate and if required, request additional funds.
