TITLE
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO TO: (1) AUTHORIZE THE PURCHASE OF ONE FULLY EQUIPPED MAINTENANCE PICK-UP TRUCK FOR THE PUBLIC WORKS MAINTENANCE DIVISION; ONE UNEQUIPPED FORD TRANSIT VAN FOR THE COMMUNITY SERVICES RECREATION DIVISION; ONE FORD FUSION HYBRID VEHICLE FOR DEVELOPMENT SERVICES; TWO FORD FUSION HYBRIDS, ONE FORD FOCUS ELECTRIC, AND ONE PICK-UP TRUCK FOR PUBLIC WORKS ENGINEERING DIVISION; (2) DECLARE CERTAIN VEHICLES AS SURPLUS PROPERTY TO BE SOLD OR DISPOSED OF; AND (3) APPROPRIATE $205,633 FROM GENERAL FUND DESIGNATED RESERVE/ VEHICLE REPLACEMENT TO THE VEHICLE REPLACEMENT FUND TO PAY FOR THE PURCHASES

BACKGROUND
Staff has researched available vehicles and has found suitable replacements which meets the City's requirements available through the State of California CMAS Cooperative Purchase Program. Pursuant to San Pablo Municipal Code section 3.16.110(E), purchases through the CMAS program do not require the City to conduct a public bid as it is under an existing government contract that followed a competitive process already (State of California Contract 1-16-23-23A). Although Municipal Code section 3.16.100(C) provides a preference for small local businesses in San Pablo when not contrary to federal or state law, there are no local dealerships for the needed vehicles.
