The vehicle replacement policy meets the Council Priority Workplan item: Fiscal Sustainability (Budget Spending Controls), effective October 1, 2016.

BACKGROUND

Staff has researched available vehicles and has found suitable replacements which meets the City’s requirements available through the State of California CMAS Cooperative Purchase Program. Pursuant to San Pablo Municipal Code section 3.16.110(E), purchases through the CMAS program do not require the City to conduct a public bid as it is under an existing government contract that followed a competitive process already (State of California Contract 1-16-23-23A).  Although Municipal Code section 3.16.100(C)  provides a preference for small local businesses in San Pablo when not contrary to federal or state law, there are no local dealerships for the needed vehicles.

 

Public Works Maintenance Division vehicle #600 (2007 Chevrolet Silverado Pick-up with 31,333 miles), is one of the oldest maintenance vehicles in the fleet. Often this vehicle is idling while maintenance crews are completing their work task which leads to an increase of engine hours. Due to the mileage and condition, staff recommends the removal of this vehicle from the fleet and replacement with one (1) Ford F-150 Pick-up truck.

 

Community Services Recreation Division vehicle #11 (2000 Chevy Astro Van with 49,309 miles) has provided 17 years of service with the City. Staff recommends the removal of this vehicle from the fleet and replacement with one (1) Ford Transit Van.

 

Development Services, #306 (2007 Honda Civic Hybrid with 16,996 miles) has low mileage with battery and mechanical issues. Staff recommends the removal of this vehicle from the fleet, and replacement with one (1) Ford Fusion Hybrid vehicles.

 

Public Works Engineering Division’s vehicles #317 (1999 Ford Ranger Pick-up with 20,186 miles) and #300 (1997 Ford Ranger Pick-up with 37,141 mile) are also some of the oldest vehicles in the fleet. Vehicles #304 (2007 Honda Civic Hybrid with19,636 miles) and #305 (2007 Honda Civic Hybrid with 20,143 miles) are 10 years old and developing mechanical issues. Staff recommends the removal of these vehicles from the fleet and replacement with one (1) Ford Focus Electric, one (1) Ford F-150 Pick-up truck Two (2) Ford Fusion Hybrids.

 

Ford Fusion Hybrids are a popular vehicle and as a result have sold out for the 2017 model year. Staff is recommending that the City Council make funds available for the purchase of the three (3) Ford Fusions at this time for the 2018 model year so that staff can complete the purchase as soon as the 2018 models are available.

 

Staff recommends that vehicles #11, #300, #304, #305, #306, #317 and #600 be declared surplus property and sold or disposed of pursuant to San Pablo Municipal Code §3.16.120. Disposal will be by auction to the highest bidder.

 

FISCAL IMPACT

The total cost of the seven vehicles with equipment installation (including sales tax, tire tax, and transportation fees) is $178,813, with an available fifteen percent contingency amount of $26,822 to cover any unanticipated cost increases from the 2017 to the 2018 model, for a total authorization of $205,633, which will be appropriated from fund balance in the FY 2016/17 General Fund Designated Reserve/Vehicle Replacement (100-0000-00000) into an expense account in the Vehicle Replacement Fund (102-3410-46300).
