BACKGROUND
The San Pablo Police Department has an agreement with the State of California Department of Justice to access, communicate, and query several confidential electronic databases. These services are critically important to the basic operations of the Police Department by assisting police officers and detectives during their criminal investigations. Access to the following systems is accomplished through (CLETS): Automated Latent Print System (ALPS), Automated Fingerprint Identification System (AFIS), and the All County Criminal Justice Information Network (ACCJIN).

The California Law Enforcement Telecommunications (CLETS) is a communications network that provides both inquiry and update access to various databases (such as Domestic Violence Restraining Orders, Criminal History, Warrants, and Driver License and Vehicle Registration Information (DMV)) within California, other states on a national level, and federal databases sponsored by the FBI. CLETS is extensively used by the San Pablo Police Department.

ALPS and AFIS utilize CLETS in order to compare fingerprint samples against statewide and national databases. Fingerprints are collected and transmitted via a LiveScan terminal which collects and communicates fingerprint images into each data base. The anticipated annual cost for access a...
