BACKGROUND

The San Pablo Police Department has an agreement with the State of California Department of Justice to access, communicate, and query several confidential electronic databases. These services are critically important to the basic operations of the Police Department by assisting police officers and detectives during their criminal investigations. Access to the following systems is accomplished through (CLETS): Automated Latent Print System (ALPS), Automated Fingerprint Identification System (AFIS), and the All County Criminal Justice Information Network (ACCJIN).

 

The California Law Enforcement Telecommunications (CLETS) is a communications network that provides both inquiry and update access to various databases (such as Domestic Violence Restraining Orders, Criminal History, Warrants, and Driver License and Vehicle Registration Information (DMV)) within California, other states on a national level, and federal databases sponsored by the FBI.  CLETS is extensively used by the San Pablo Police Department.

 

ALPS and AFIS utilize CLETS in order to compare fingerprint samples against statewide and national databases. Fingerprints are collected and transmitted via a LiveScan terminal which collects and communicates fingerprint images into each data base. The anticipated annual cost for access and participation in ALPS is approximately $39,291, and the anticipated annual cost for utilizing two (2) LiveScan terminals is approximately $10,000.

 

Public Bidding Requirements

Under Section 3.16.110  of the San Pablo Municipal Code, this contract is exempt from city bidding requirements because (1) specialized services combined with equipment and products, in which the City acquires and installs equipment but must also retain specialized services for consulting on use, training, installing, maintaining and servicing the products (Section 3.16.110(B); and (2) sole source contracts given the unique nature of the services provided by the State of California (Section 3.16.110(C)).

 

All the database access and communication systems are specialized services which are an integral part of the operation and functioning of the Police Department and are provided solely by the State of California Department of Justice.

 

FISCAL IMPACT

Funding for this agreement in the amount of $39,291 for ALPS and $10,000 for LiveScan services is currently budgeted until the end of FY 2016/17; no additional appropriation needed in this fiscal year.  Staff is seeking authority to enter into future annual agreements subject to the availability of City Council approved funding that year.
