Enhance Community Resilience: Priority 202 Develop and Implement Long-Term Environmental Stewardship Goals is an adopted policy item under City of San Pablo City Council Priority Work Plan FY2023-25, effective May 1, 2023.

BACKGROUND
The Public Works Department oversees gas services for the Maintenance Division, Citywide pool vehicles, and Community Services Paratransit Division. Vehicles are refueled at a gas pump located in the City's corporation yard at 1515 Folsom Avenue. The gas pump has a fuel management system, which is used to track gas usage for all vehicles. The fuel management system, which has been in place for over 20 years, is in need of replacement, and staff recommends distributing the replacement cost across multiple divisions based upon gas usage.

The total cost to replace and install a new fuel management system is $37,106.30 including tax. The equipment and installation cost is within the City Manager's approval authority and will be procured under a cooperative contract, therefore, City Council approval is not required.

Community Services Paratransit Division's gas usage averages approximately 26% of total usage. Therefore, staff recommends appropriating Paratransit Measure J funds in the amount of $9,773.80 to fund Community Services Paratransit Division's portion of the fuel management system replacement.
