Improve Public Safety, 510 Traffic Safety Program is a major policy goal under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.

BACKGROUND
In June 2006, the Contra Costa Transportation Authority (Authority) entered into Cooperative Agreement No. 07W.01 with the City of San Pablo for implementation of Phase 1 of the Interstate 80 / San Pablo Dam Road Interchange Project (Project). A new cooperative agreement is needed to outline the roles and responsibilities of each agency for the implementation of Phase 2 of the Project.

In 2013, due to the Project size and available funding, the Project was split into two (2) phases following the advancement of the design for the entire Project to the 65% Plans, Specifications, and Estimate stage.

The Authority accepted the construction work for Phase 1 of the Project in July 2018 at a total cost of $42.5 million and included the following improvements:
* relocated El Portal Drive on-ramp to westbound I-80.
