CEQA Compliance Statement

The Giant Road Pavement Repair Project is categorically exempt under the California Environmental Quality Act (CEQA), Section 15301, Existing Facilities (Class 1) of the CEQA Regulations, on the basis that the project involves repair and minor alteration to the existing public streets, sidewalks, gutters, and similar facilities.  The Notice of Exemption was filed and recorded with the Contra Costa County Clerk on August 11, 2021.

 

BACKGROUND

The City of San Pablo, in coordination with the California Department of Transportation (Caltrans), District 4, proposes to repair a section (approximately 2,200 linear feet) of Giant Road between Brookside Drive and Trenton Boulevard. The Giant Road Pavement Repair Project will be federally funded by the One Bay Area Grant (OBAG) Program and will rehabilitate street pavement with an overlay and slurry seal, upgrade curb ramps to current Americans with Disabilities Act (ADA) standards, replace striping, and eliminate sidewalk hazards.

 

The Giant Road Pavement Repair Project lies within the Lower San Pablo Creek Archaeological District. At least two prehistoric sites are known to be in the nearby vicinity. As a result, Caltrans determined that an Archaeological Survey Report (ASR) and an Extended Phase I (XPI) Report were required to determine if the project will have an effect on the Lower San Pablo Creek Archaeological District (i.e., ground disturbance is limited to the existing road base). As demonstrated through the XPI Report, an Environmentally Sensitive Area Action Plan (ESA-AP) can be prepared to protect the resource from project impacts.

 

On January 12, 2021, the City of San Pablo entered into an agreement with Tremaine & Associates, Inc., in the amount of $20,678 to prepare the following in compliance with the Caltrans Programmatic Agreement for the Giant Road Pavement Repair Project:

 

1.                     Area of Potential Effects (APE) Map

2.                     Combined Archaeological Survey Report (ASR)

3.                     Extended Phase I (XPI) Report

 

Based on the XPI Report findings, Caltrans is requiring an ESA-AP and a Historic Property Survey Report (HPSR) for the project. Tremaine & Associates, Inc. provided a proposal to complete the required archaeological reports, which staff found reasonable.

 

Staff is requesting authorization to execute a contract amendment with Tremaine & Associates, Inc. in the amount of $5,608 with a 15% contingency to complete an ESA-AP and HPSR for the Giant Road Pavement Repair Project for a total authorization of $27,128. In addition, staff recommends appropriating Measure J funds in the amount of $20,000 into the project for costs associated with this contract amendment, unforeseen grant match requirements, and future archeological studies.
