BACKGROUND

The Police Department currently acquires services from Contra Costa County for several forensic and laboratory services including, but not limited to fingerprint analysis, drug testing, sexual assault examinations, and general criminalist services. These services are critically important to the basic operations of the police department by assisting police officers and detectives during their criminal investigations. Forensic services provide laboratory testing along with scientifically validated results which aid in the identification, capture and conviction of criminals within the community. The anticipated annual cost for forensic services is approximately $80,000. 

 

Public Bidding Requirements

Under Section 3.16.110  of the San Pablo Municipal Code, this contract is exempt from city bidding requirements because (1) specialized services combined with equipment and products, in which the City acquires and installs equipment but must also retain specialized services for consulting on use, training, installing, maintaining and servicing the products pursuant to Section 3.16.110(B); and (2) sole source contracts because Contra Costa uniquely provides these services pursuant to Section 3.16.110(C).

 

The majority of Forensic Services provided by Contra Costa County are specialized services which are an integral part of the operation and functioning of the police department and provided solely by Contra Costa County. On rare occasions, special forensic analysis is needed outside the scope of services provided by Contra Costa County. On those occasions, the City’s Purchasing Policy guidelines will be followed.

 

FISCAL IMPACT

In FY 2019/20, crime lab expenditures were $121,482. In FY 2020/21, in addition to the impact of COVID-19, crime lab expenditures were reduced to $50,977 due to adjustments to criminal case filing standards from the Contra Costa District Attorney’s Office, which impacted controlled substance analysis and toxicology analysis requests being minimized. Funding for this contract in the amount of $80,000 for forensic services is currently budgeted in the FY 2021-22 Operating Budget - Police Department Budget (100-2110-43600).  Authority is being sought to allow the City Manager to execute such agreements in the future assuming the funds are budgeted.
