BACKGROUND
The City Council approved the By-Laws for a new Youth Commission on October 5, 2010, approved amendments to the By-Laws on May 20, 2013, and approved additional amendments to the By-Laws on October 15, 2018.
The purpose of the San Pablo Youth Commission is to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:
o Service Learning by participating in volunteer opportunities
o Professional Networking creating alliances with other community based organizations
o Youth Leadership opportunities through convening community events and activities that encourage youth voice
o Community Engagement by connecting youth to community issues
The primary duties of the Commission are to represent and be an advocate for the youth of the City of San Pablo, to review those municipal matters referred to it by the City Council and City staff, as well as to report its findings and make recommendations to the City Council and City staff.
The Commission may also initiate proposals on its own motion, which may be forwarded, to the City Council by staff for consideration and action.
The By-Laws allow for 25 members. In August 2021, the appointment terms ended for 14 Commissioners. Seven of those Commissioners are seeking re-appointment.
On March 17, 2020, the order was received to cancel all Boards and Commission Meeting, until further notice, due to the Coronavirus Crisis and Shelter in Place Orders. The Commissioners also cancelled many activities and events, including recruitment activities. On June 18, 2020 the Youth Commissioners held their first regular, virtual meeting. Since August 2020, Commissioners have been participating in virtual activities and events. The San Pablo Youth Commission has received six online applications from youth, from March 2021 - August 2021. Since then, three of the applicants could not commit to attending regular Commission meetings, one of the applicants withdrew for personal reasons. Therefore, Commissioners are recommending two youth for new appointments.
With the acceptance of the two applicants and seven incumbents, the San Pablo Youth Commission will now have nine active Commissioners.
Refer to Attachment A for a roster of the individuals who are being recommended. The next recruitment phase will begin in October of 2021. Applicants who successfully complete the application process, and commit to attending regular meetings, will be recommended to City Council for appointment in March 2022.
With City Council’s formal authorization of the San Pablo Youth Commission, meetings are subject to the Brown Act. Youth Commission meetings occur bi-monthly on the first and third Thursday of each month at 5:00 p.m. The next regular, virtual meeting of the San Pablo Youth Commission will be held on October 7th, 2021. The Youth Commission will be looking forward to regular, in-person meetings, once City Hall is open to the public and current City Policy allows.
