BACKGROUND

On July 1, 2021 Andre Williams, President of SPCYA, submitted a letter to the City of San Pablo requesting the waiver of fees for Davis Park Multi-Use and Mini Sports Fields and the Davis Park Concession Stand for the following dates:

 

Davis Park Sport Fields (Multi-Use Sports Field and Mini Sports Field)

                     July 21, 2021 - December 21, 2021

                     Monday-Friday 6:30 pm-8:30 pm and Saturday - Sunday 10:00 am - 4:00 pm

                     Exceptions include City Holidays/Closure Dates

 

Davis Park Concession Stand

                     July 21, 2021 - December 21, 2021

                     Monday-Friday 6:30 pm-8:30 pm and Saturday - Sunday 10:00 am - 4:00 pm

                     Exceptions include City Holidays/Closure Dates

 

SPCYA offers a diverse football program that provides approximately 100 San Pablo youth the ability to travel to numerous cities and compete against various football programs. Participants are rewarded for their accomplishments in athletics as well as scholastics to assure them that they are always winners just for taking the initiative to do their best.

 

Organizations requesting fee waivers need to submit supporting paperwork such as articles of incorporation, updated roster/membership, list of organization officers and contact information, certificate of insurance, and copy of the organizations by-laws.

 

The SPCYA has partnered with the Mike Norris Baseball Academy and are currently operating under their 501(c)(3) status. Staff has received written verification of this partnership and that the Mike Norris Baseball Academy’s 501(c)(3) status is in good standing. 

 

As part of the SPCYA’s 2021-22 contract, the City amended item 17 of the Sports Field Rental Agreement to include language specific to Davis Park parking regulations. All parking and drop off for Davis Park Fields is to be done in the parking lot provided for the facility. There is to be no parking or dropping off in neighborhood streets or cul-de-sacs.  All user groups are responsible to communicate this to participants in writing and continually monitor the activity for compliance. Failure of a user group and participants to comply will result in the program / rental being cancelled. This is in response to previous years’ complaints from neighbors resulting in community meetings with the San Pablo Police Department, SPCYA, Community Services Department staff and the public.

 

Due to COVID-19 closures, at the time of the request, registration for the season had not yet occurred; registration is currently taking place.  SPCYA will provide the City with official rosters for the 2021 season no later than August 31, 2021. Staff will review rosters and will know resident information at that time.

 

We acknowledge the season has begun prior to bringing this item to City Council. Due to the long-standing relationship between the SPCYA and the City and history of waiving fees, staff made the decision to allow SPCYA to begin their season as long as they provided proof of insurance.  We are asking City Council to ratify this resolution.  

 

FISCAL IMPACT

The proposed resolution will result in a loss of approximately $13,865 in rental revenues to the City.
