RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO ESTABLISHING A NEW TEMPORARY AD-HOC SUBCOMMITTEE TO FACILITATE COUNCIL PARTICIPATION AND ATTENDANCE IN LOCAL BUSINESS ASSOCIATION DISCUSSIONS AND MEETINGS DURING CALENDAR YEAR 2021, EXPIRING ON DECEMBER 31, 2021; AND AFFIRMING COUNCILMEMBER APPOINTMENTS AS RECOMMENDED BY MAYOR ELIZABETH PABON-ALVARADO PURSUANT TO SAN PABLO MUNICIPAL CODE SECTION 2.16.070
RECOMMENDATION
1) Establish new Temporary Ad-Hoc Subcommittee; and
2) Affirm the Mayor’s recommendations on Councilmember assignments by majority vote pursuant to SPMC 2.16.070 requirements via adopted Resolution.

BACKGROUND
The City Council maintains a list for each calendar year of City Councilmember assignments to City Council Ad-Hoc and Standing Committees and representation to local and regional bodies, organizations, and committees, Joint Powers Authority Board of Directors (in which case the City is an official member), and other quasi-public agencies involving a number of public policy areas, including representation on the San Pablo Economic Development Corporation (SPEDC) in accordance with SPEDC adopted by-laws.
Per San Pablo Municipal Code (SPMC) section 2.16.070 and State law, the Mayor makes Council Member assignments subject to majority approval by the City Council. In the case of SPEDC Board representation, the City Council approves a nomination by majority vote; the ultimate appointment is made by majority vote of the SPEDC Board.
Council Temporary Ad-Hoc Subcommittees for CY 2021
During Calendar Year 2021, a total of two (2) Temporary Ad-Hoc Subcommittees have been officially established by City Council Resolution 2021-008 approved on January 19, 2021 (see Attachment). Typically, Ad-Hoc Subcommittees are operationally recommended by the City Manager during the course of the year for a specific project or purpose, are temporary in-nature, and meet infrequently. These Ad-Hoc Subcommittees are not subject to requirements under the Ralph M. Brown Act.
New Temporary Ad-Hoc Subcommittee Proposed for CY 2021
On August 2, 2021, the Mayor asked that the City Council to agendize for a future Council meeting consideration of establishment of the following Ad-Hoc Subcommittee for a limited, duration of time for Council representation, operational and policy/program development:
1). Local Business Association/Watch Meetings Temporary Ad-Hoc Subcommittee:
To represent the City Council by attending and participating in discussions of local business associations/watch meetings, in conjunction with City staff, and to report back any relevant information for future policy development to support the local business community/economy.
(Councilmember Assignment by Mayor Recommendation): Mayor Pabon-Alvarado; Councilmember Cruz
Individual Councilmember assignments to new, temporary ad-hoc subcommittees are being recommended by Mayor Pabon-Alvarado per SPMC 2.16.070 requirements. For this newly proposed Temporary Ad-Hoc Subcommittee, Mayor Pabon-Alvarado recommends the Mayor and Councilmember Cruz be assigned as noted above. The City Council may affirm (or change the Mayor’s recommendation by motion).
All Temporary Ad-Hoc Subcommittees, once formally established by the City Council, are temporary in nature and will expire on December 31, 2021 due to Brown Act requirements.
