BACKGROUND
Adopted City Council Priority Workplan (FY 2021-23)
At a Special Meeting/Workshop on February 10, 2021, the City Council spent an afternoon discussing and establishing City priorities for the coming year beyond the daily operational and legal requirements for the City. As is true of any priority-setting effort, there is trade-off in choosing some priorities over others as there are limited staff and other resources. On March 15, 2021, following a rescinding of previous adopted Resolution 2021-018, the San Pablo City Council adopted a revised City Council Priority Workplan (Workplan) for period FY 2021-23 via adopted Resolution 2021-026.

Two-Step Process for Amending Workplan
For the Council to consider mid-year amendments to the Priority Workplan to add additional policy items requires a Two-Step Process to support the interests of open government and transparency and to ensure ongoing compliance with the Ralph M. Brown Act, as follows:
