CEQA Compliance Statement
Staff evaluation of this work with respect to the California Environmental Quality Act (CEQA) recommends that it be found categorically exempt in accordance with Section 15301 (Class 1) of the CEQA Guidelines, minor alterations to existing public streets, as indicated in the attached proposed CEQA document (Notice of Exemption- see Exhibit B to proposed resolution). The Notice of Exemption was mailed to the Contra Costa County Clerk; City is currently awaiting response.
BACKGROUND
Grants are available from the Transportation Development Act (TDA) Article 3 for pedestrian and bicycle projects within Contra Costa County. A draft TDA grant application for the development of a cycletrack along the Giant Road corridor for a total amount of $150,000 was submitted to the Countywide Bicycle Advisory Committee (CBAC) for initial review (attached as Exhibit B to proposed resolution).
The City’s Bicycle and Pedestrian Master Plan identified this low-volume truck route as a key corridor needing pedestrian and bicycle improvements. The project proposes a protected, two-way cycletrack on the western side of Giant Road for its full extent in San Pablo to address the recent safety concerns and collisions along this route. Further project details can be found in the attached proposed TDA grant application (Exhibit B). A final grant application addressing comments from the CBAC is due to Contra Costa County City-County Engineering Advisory Committee (CCEAC) for approval January 28, 2021. MTC is expected to approve project priority list in June 2021. The final application for this grant requires adoption of a resolution, including the findings in Exhibit A to the proposed Resolution.
FISCAL IMPACT
Staff seeks City Council authorization to apply for a Transportation Development Act (TDA) Article 3 grant from the Metropolitan Transportation Commission. Therefore, there is no direct fiscal impact other than staff time to prepare the grant application. If awarded, it is anticipated that the City will receive $150,000 in grant funds. The total project amount is estimated to cost $359,000. Staff is proposing to use a mix of Measure J - Local Street and Maintenance (Fund 230) and City general funds to cover the rest of the expenses for the project. Staff also seeks City Council approval to authorize City Manager to enter into any agreements related to this grant to initiate funding authorization for the project. Staff will return to City Council to accept and appropriate all grant funds and request other funding sources, if the project is awarded.
