BACKGROUND

Youth and young adults are powerful agents for change and transformation in communities. Many communities like those in Contra Costa County are currently in crisis because of COVID-19. In an effort to help reduce the spread of the virus, the Contra Costa County has established the COVID-19 Youth/Young Adult Ambassadors program.

 

The primary role of the Ambassadors is to help create youth/young adult focused messaging about COVID-19 such as how to protect yourself from it, as well as how and where you can get tested for the virus. Once the messages are created, the Ambassadors will be asked to use their social media platforms to share these messages with family, friends, and social media platform followers.

 

The City of San Pablo desires to support the County’s efforts with the COVID-19 Youth/Young Adult Ambassadors.  This is an excellent approach to educating and engaging this important demographic about limiting the spread of COVID-19.

 

The commitment from both City and County are outlined in Attachment A. Some highlights of the agreement are as follow:

 

                     The City will provide up to $5,250 in FY 2020/21 to cover the $525 per Ambassador (for 35 hours minimum for Ambassador work) funding stipend to be provided by County Health Services for the period of September - December 2020 (or up to the period of six months, depending on scheduled program activities specific to the San Pablo cohort).

 

                     The funding will be used to pay up to 10 youth/young adults residing within the City of San Pablo boundaries first, and then youth/young adults residing in the 94806 zip code. These new youth hires will form a San Pablo cohort that will enhance the COVID-19 Youth/Young Adult Ambassador Program that the County initiated in August.

 

                     City staff will provide general support in the areas of marketing, outreach, and relationship building between County staff and San Pablo youth; City staff is committed to marketing to San Pablo San Pablo Youth Commissioners, San Pablo Youth Commission alumni, San Pablo Summer Intern alumni, community partners serving West Contra Costa County schools, and other social media outlets.

 

                     The County will allow for a new cohort of up to 10 San Pablo/94806 applicants, to begin recruitment in early to mid-September 2020, who meet the program criteria.

 

                     The County will provide the training and supervision outlined in their program (Attachment B) and provide any additional training specific to the San Pablo cohort.

 

                     The County will make the City aware of any generally available report, memo, or case study about the program.

 

FISCAL IMPACT

Due to the impacts of the COVID-19 Pandemic, the 2020 4th of July Multicultural Celebration was cancelled. Staff is recommended that the funding for this event instead be used for the COVID-19 Youth/Young Adult Ambassador Program, which will come from the FY 2020/21 City Council Community Grants and Special Events budget (100-1110-44050) in an amount not to exceed $5,250.
