CEQA Compliance Statement

The project is exempt from the California Environmental Quality Act (“CEQA”) pursuant to Public Resources Code sections 21083 and 21084 and 14 C.C.R. Sec. 15301 because it consists of the rehabilitation of existing street pavement within the City.  There will be no increase in the number of lanes and no scenic resource will be altered or removed.  A CEQA Notice of Exemption is in process to be filed with the Contra Costa County Clerk.

 

 

BACKGROUND

On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), Road Repair and Accountability Act of 2017, to address transportation funding shortfalls statewide.  SB 1 established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund.  Beginning in January 2018, the State Controller deposited funds generated from increased fuel taxes and vehicle registration fees into the RMRA. A portion of the RMRA funds are distributed on a monthly basis to the City for basic road maintenance, rehabilitation and critical safety projects on local streets and road systems.  In FY 2019/20, new estimates from the California Department of Finance (DOF) project that the City will receive $529,938 from RMRA.

 

Pursuant to Resolution No. 2019-044, on April 1, 2019, City Council approved SB 1 RMRA funding for fiscal year 2019/20.  In the same resolution, based on the recommendation from the 2018 Pavement Technical Assistance Program (P-TAP) report, City Council also approved the following street segments to be included for the FY 2019/20 Pavement Repair Project:

 

                     Dover Avenue, from 17th Street to 23rd Street

                     Rheem Avenue, from San Pablo Ave to 36th Street/City Limit

                     Tyler Street, from Dover Avenue to Davis Park

                     Bush Street, from Rumrill Blvd. to 17th Street

 

The FY 2019/20 Pavement Repair Project is part of the City’s annual ongoing efforts to maintain its streets.  Upon completion of the project, the various street’s Pavement Condition Index (PCI) will be raised.  Pedestrian access will also be improved with better sidewalks and ADA-compliant curb ramps. 

 

The FY 2019/20 Pavement Repair Project will include base repairs (digouts) at locations with severe pavement distress.  Other roadway segments will be grinded and repaved with new asphalt pavement.  The project will also remove and replace damaged sidewalks, curb and gutter, and valley gutters.  Non-standard curb ramps will be reconstructed to current ADA standards.

 

The Plans and Specifications were prepared and completed by City staff under the direction of the City Engineer. The project was advertised on May 11, 2020 for a period of three weeks. 

 

The project was formally bid in conformance with Section 3.16.070.C of the Municipal Code.  On June 3, 2020, sealed bids were opened and publicly read by City staff.  The results of the bids for the subject project are as follows:

The apparent lowest responsive and responsible bidder is Ghilotti Brothers, Inc., San Rafael, CA, in the amount of $1,066,199.50.  The Engineer’s Estimate was $1,330,000.  Staff has completed a bid analysis and is recommending award of a construction contract to Ghilotti Brothers, Inc. 

 

Construction is anticipated to begin in late July 2020. The project has a sixty-five (65) calendar day contract.  While there will be some inconvenience to the public as with any other construction project, appropriate traffic control and pedestrian safety measures will be implemented.  For example, during grinding and paving operations, one lane of traffic will be available at all times and traffic detour signage will be posted; some curb ramps will be unusable but pedestrian traffic will be redirected to adjacent and accessible ramps.
