BACKGROUND

The Citizens Oversight Committee for Measures Q and K consists of at least five members who shall either be San Pablo residents or representatives of San Pablo businesses.  The Committee reviews and reports on all revenues and expenditures received by the City through Measures Q and K to ensure such revenues are spent by the City in a manner consistent with the voter-approved measures.

There are currently two vacant positions on the Measures Q & K Citizens Oversight Committee as a result of the recent resignation of member Lorena Medel and an existing vacancy. The terms of office are one four-year and one three-year.  The vacancy notice was posted and advertised through the City’s social media and other City communication channels from June 2, 2020 through June 22, 2020.

The City Clerk’s Office received two applications from San Pablo residents.  One application from Mr. Reginald Ali, a retired Logistical Officer with the Defense Logistics Agency who is also a San Pablo Neighborhood Watch coordinator.  The second application is from Ms. Dorothy Gantt, who currently serves on the San Pablo Planning Commission, Senior Center Advisory Board, the San Pablo Committee on Aging and the Senior Center Bingo Programs.  Both applicants satisfy the San Pablo residency requirement.

City Manager Recommendation

Staff recommends Mr. Ali and Ms. Gantt be appointed with the City Council deciding who has the three-year term and who has the four-year term by majority vote, and affirming this direction by said Resolution

FISCAL IMPACT

No fiscal impact from the appointment, but the Oversight Committee plays an important role in ensuring that funds are spent consistent with Measures Q and K.
