BACKGROUND
Officer Brett Bennett was selected as a Canine Handler in April 2016, and was paired with canine “Tik.” Officer Bennett and Tik worked as a team for six years, making numerous felony arrests. They were also instrumental in a number of searches for narcotics, suspects and the seizure of drug money.
Officer Bennett will be resigning in June 2020 to pursue opportunities with another law enforcement agency. Any attempt to recycle or retrain Tik for a new handler could prove to be challenging as there is no guarantee the training would be effective and Tik would have a much shorter service time with a new handler. Therefore, after six years of distinguished service, it is recommended Tik will be retired June 1, 2020.
To reduce the likelihood of any possible liability to the City, it is recommended that canine Tik be sold to Officer Bennett for the sum of one dollar ($1), consistent with section 3.16.120 (a) of the San Pablo Municipal Code.
FISCAL IMPACT
This action will result in new revenue of $1.00 to the City.
