CEQA Compliance Statement
Staff evaluation of this work with respect to the California Environmental Quality Act (CEQA) recommends that it be found categorically exempt in accordance with Section 15301 (Class 1) of the CEQA Guidelines, minor alterations to existing public streets. Also, based on the evaluation of the project, Caltrans staff recommends that the National Environmental Policy Act (NEPA) environmental document to be developed should receive categorical exclusion in accordance to Section 23 USC 326, 23 CFR 771 activity (c)(3).

BACKGROUND
In November 16, 2018, the City of San Pablo was awarded $914,040 in federal funding from Cycle 9 Highway Safety Improvement Program (HSIP) to install improvements in the intersections of Church Lane and Willow Road, and El Portal Drive and Mission Bell Road. The City received the Caltrans authorization document (E76) for preliminary engineering funds through a letter dated November 6, 2019.
