BACKGROUND
The City Manager is presenting an updated Resolution to rescind the previously adopted Resolution 2020-027 that was unanimously approved at the March 2, 2020 City Council meeting, and listed as “Attachment A” to this agenda report (see Attachment). The updated Resolution will be reconsidered to include a change in location from Maple Hall to the San Pablo Library Community Room, resulting in a reduced fee waiver amount for the San Pablo Museum and Historical Society’s quarterly meeting on Monday, April 13, 2020.
On March 9, 2020, the City Manager’s Office received an updated facility application from the San Pablo Museum & Historical Society for the use of the San Pablo Library Community Room for their quarterly meeting instead of Maple Hall, with a corresponding decrease in the fee waiver requested. The facility application also indicates that the San Pablo Museum and Historical Society was unsuccessful in securing adequate liability insurance showing the City as additional insured and will utilize the City’s insurance.
Effective August 3, 2015, City Council approved Recreation Division Facility and Field Fees that now requires deposits for facility and field rentals to be paid in full and are no longer eligible for fee waiver. The San Pablo Museum and Historical Society will be responsible for securing payment for staff, refundable deposit and liability insurance.
The City Manager recommends that the San Pablo City Council authorize a fee waiver in the amount of $265 for the San Pablo Museum and Historical Society for their quarterly meeting on Monday, April 13, 2020.
FISCAL IMPACT
A total of $15,000 has been budgeted for Maple Hall Fee Waivers has been budgeted and earmarked for Maple Hall Fee Waivers under the adopted FY 2018-21 Quadrennial Operating Budget - City Council Department (100-1110-44050). The authorized fee waiver in the amount of $265 will be deducted from this account leaving a remaining balance of $14,735 for the remainder of the FY 2019/20 period for future waiver and sponsorship authorizations by Council.
