BACKGROUND

 

Funding Source

The Supplemental Law Enforcement Services Grant is a mandated grant as defined by Government Code 30061(b)(3)(i) wherein the County remits at minimum $100,000 annually to be spent on frontline law enforcement. Grant revenues have accumulated and are available for appropriation. 

 

Peregrine Technologies

The City of San Pablo has committed to enhancing technology within the Police Department that enables staff to provide a much higher level of service and increased public safety. On December 17, 2018, the City Council approved Resolution #2018-163, authorizing the Police Department to appropriate $100,000 from fund balance in the Supplemental Law Enforcement Services Grant Fund for the procurement of the Peregrine Technologies software license agreement. Additionally, formal bidding requirements were waived pursuant to San Pablo Municipal Code section 3.16.110(B) and (C) due to specialized services and unique software attributes of Peregrine Technologies.

 

Peregrine is an advanced analytic platform that provides a quick, single point of access to view and analyze large-scale data from various data sources. Through 2019, Peregrine worked with staff to integrate the system with the City’s records management system to develop a more efficient process of investigative analysis and responsiveness to public records (PRA) requests. Peregrine has trained staff on the utilization of the desktop platform and in the field through the mobile application. The continued development and use of the software has greatly supported investigations and has led to successful apprehensions and prosecution of criminal offenders.

 

In working with Peregrine in 2019, the San Pablo Police Department developed an electronic process for criminal case filings with the Contra Costa County District Attorney’s Office. The Office of the Chief has presented the Peregrine solutions to Command Staff throughout Contra Costa County to include the Executive Leadership Group of the District Attorney’s Office. The District Attorney has subsequently formed a committee to finalize a process of electronic filing using the San Pablo Police Department model with the expectation that other law enforcement agencies will follow suit. This new process, once fully implemented, is expected to realize a significant cost savings of materials and staff time.   

 

The cost of the Peregrine Technologies software license for one year shall not exceed $100,000.  The pricing reflects the ongoing efforts of the San Pablo Police Department in piloting this project.  Staff seeks approval of this additional one-year software license.

 

Quantum Storage Solutions

In 2016, the City Council approved Resolution #2016-282 to enter into a 3-year agreement with Quantum Corporation for hardware, software, and support services for digital file storage of body-worn camera evidence. In 2017, the City Council approved Resolution #2017-092 to purchase additional storage through Quantum to maintain the citywide surveillance system with Odin Systems. Note: the subsequent transition to AXON body-camera solutions and Evidence.com negated the necessity to utilize Quantum for body-worn camera evidence. However, the Quantum system remains integral in maintaining the citywide surveillance system. Both resolutions were approved by City Council to waive formal bidding requirements, respectively, under San Pablo Municipal Code 3.16.110. The agreement with Quantum Corporation expired in November 2019.  The San Pablo Police Department requests authority to renew the maintenance agreement at a cost of $46,352 with Quantum for fiscal year 2019/20 with plans to budget for a multi-year agreement in upcoming fiscal years.

 

 

 

 

 

Drone Program

On August 5, 2019 the City Council approved Resolution #2019-123 authorizing the appropriation of $125,000 from fund balance in the Supplemental Law Enforcement Services Grant Fund (210-0000-00000) to account 100-2110-46300 to purchase three US-1 Impossible Aerospace drones and to support further development of infrastructure for a comprehensive drone program. The Resolution was approved by City Council and included a waiver of formal bidding requirements under San Pablo Municipal Code 3.16.110.

 

Staff has subsequently acquired, trained, and deployed the US-1 Drone operationally in the field beginning in December 2019. Furthermore, as part of the build-out of infrastructure at the Police Department (PD), Nightingale Security installed a base-station atop the sally port roof. The Nightingale system allows staff to deploy a drone from the rooftop, without delay, to respond to critical incidents. Impossible Aerospace and Nightingale Security have partnered to begin development of the most advanced drone response system in the industry for the San Pablo Police Department. The San Pablo Police Department is the first law enforcement agency to deploy this technology. These advancements within the program have proven to be critical in our effort to fully realize the most efficient law enforcement response to critical incidents.

 

Further infrastructure is needed to build out the drone program. This includes but is not limited to: creating access to the sally port rooftop; a photogrammetry application for the entire City; and upgrades and maintenance to drones and cameras. The San Pablo Police Department requests authority to appropriate $63,648 from fund balance in the Supplemental Law Enforcement Services Grant Fund (210-0000-00000) to the professional services account (100-2110-43600) for expenditures towards these enhancements. Following appropriation of funds for this purpose, any expenditures shall comply with the City’s purchasing policy.

 

Appropriate Funding

The Police Department proposes to appropriate $210,000 in Supplemental Law Enforcement Grant funds to: renew the Peregrine software license agreement; renew the agreement with Quantum Storage for support services to maintain the surveillance system; and to buildout further infrastructure needed to support the enhanced drone program.

 

Public Safety Standing Committee

On December 4, 2019, the Office of the Chief presented an update on the Peregrine Technologies program to the Public Safety Standing Committee (Mayor Cruz and Vice-Mayor Pabon-Alvarado). The Committee voted to receive the presentation and recommended to forward to City Council for formal consideration.

 

On February 11, 2020, the Office of the Chief presented an update on the SPPD Drone Program to the 2020 Public Safety Standing Committee (Mayor Cruz and Councilmember Xavier), including enhanced deployment features utilizing Nightingale software and equipment. The Committee received the presentation and recommended to forward to City Council for formal consideration.

 

FISCAL IMPACT

Supplemental Law Enforcement Services Grant Fund (210) has an available fund balance of $782,215 for appropriation.  At this time, staff requests an appropriation of $210,000 in fund balance to the Police Department professional services account (100-2110-43600).
