BACKGROUND

The City of San Pablo has two City representatives who actively serve two-year staggered terms on the San Pablo Economic Development Corporation Board of Directors.

 

Councilmember Rich Kinney is serving a two-year term nominated by the City Council and approved by the SPEDC Board for period February 2019 - January 2021.  Ms. Genoveva Garcia Calloway, a public member, has been serving as the other City representative and has completed her third and final term in January 2020 pursuant to the SPEDC adopted by-laws Article II, Section C, subpart 1.

 

SPEDC Executive Director Leslay Choy notified the City Manager via e-correspondence dated January 15, 2020 of the vacancy on the SPEDC Board and outlined the formal procedure for the City to make a nomination of a new City appointee for subsequent SPEDC Board approval at their meeting scheduled on February 19, 2020.  That meeting has been rescheduled to February 26, 2020 to accommodate the City Council’s process this evening.

 

Previous City Council Direction

On February 2, 2020, the City Council authorized by minute action to proceed with a public advertisement of the available vacancy with a required deadline of Thursday, February 13, 2020 at 12 noon.  A City Council majority would approve the City’s nominee via City Council Resolution during the regular City Council meeting on Tuesday, February 18, 2020.  Per the required deadline, the City Manager reports that one application from Ms. Patricia Ponce was received by the City Clerk’s Office (See attachment).

 

City Council Appointee Procedure

Due to one application being received by the required deadline, the City Council may discuss and deliberate regarding the applicant’s application and qualifications.  Then, the City Council may proceed with a motion to nominate the applicant for the SPEDC Board and adopt the attached Resolution by majority vote.   Ms. Ponce, as the City Nominee by adopted Resolution, will be submitted to the SPEDC Board for formal consideration and appointment per SPEDC By-law requirements at their upcoming meeting on February 26, 2020.
