BACKGROUND
On January 21, 2020, Mayor Cruz transmitted a congratulatory letter to the Lytton Rancheria Band of Pomo Indians Tribal Chairperson Margie Mejia. The purpose of this letter was to officially congratulate the Lytton Rancheria Band of Pomo Indians (Lytton Tribe), who operate Casino San Pablo, on the successful passing of federal legislation, H.R. 1388 (D-Huffman) - “The Lytton Rancheria Act of 2019” which was subsequently part of Senate Bill 1790, “The National Defense Authorization Act for Fiscal Year 2020,” which was approved by the federal government on December 20, 2019.
The passage of the federal legislation provided the Lytton Tribe with the necessary federal authorization to facilitate future development of 511 acres for a proposed future Tribal homestead near the Town of Windsor, CA in Sonoma County, with development of new civic buildings, housing, hotel/resort, and a winery project to benefit all Lytton tribal families, officials and representatives. This federal legislative process took nearly a decade for the Lytton Tribe to acquire the necessary federal government approvals to move forward with their master-planned homestead development for their Tribal families and officials.
Attached is the letter from Mayor Cruz transmitted on January 15, 2020 which now requires ratification by majority vote of the City Council (see Attachment).
