BACKGROUND

In February 2018, the San Pablo Police Department began the P.A.T.H. (Partnership in Assisting the Transition from Homelessness) Program due to a larger number of people experiencing homelessness in Contra Costa County, specifically in the City of San Pablo. PATH was an impermanent program with the project goal to identify resources and scope of work needed to improve the quality of life for community members by engaging individuals and families experiencing homelessness and leveraging service-oriented strategies.

 

On October 2, 2018, City Council adopted a Resolution declaring a shelter crisis in San Pablo pursuant to SB 850 (Resolution #18-342).

 

Following this City Council action during 2018, the San Pablo Police Department was invited by Kaiser Permanente to apply for the Kaiser Permanente Community Benefits Program Grant for $60,000 to support a Regional West Contra Costa County CORE (Coordinated Outreach Referral, Engagement) Team for the cities of San Pablo and Richmond. Kaiser Permanente subsequently awarded the funds to the City of San Pablo.

 

On January 22, 2019, the City Council authorized the acceptance of the $60,000 and for the City Manager to enter into a service agreement contract with Contra Costa Health Services to provide CORE services in San Pablo for one year (Resolution 2019-003).

 

During 2019, the San Pablo Police Department was again invited by Kaiser Permanente to apply for the Kaiser Permanente Community Benefits Program Grant for $40,000 to support a Regional West Contra Costa County CORE (Coordinated Outreach Referral, Engagement) Team for the cities of San Pablo and Richmond. Kaiser Permanente has subsequently awarded the funds to the City of San Pablo.

 

CORE services will continue to include canvassing to identify, engage, and connect persons experiencing homelessness to healthcare, social services, and housing.  Services include but are not limited to delivering basic supply needs, such as socks, hygiene kits, and emergency food and water.

 

The City of San Pablo supports the grant goals and wishes to participate in the West Contra Costa County Regional CORE Team.

 

The Police Department will continue to collaborate with Contra Costa Health Services and the City of Richmond to prioritize the needs of our community with 16 hours of the 40-hour work week specifically committed in the City of San Pablo.

 

The effective date of this FIRST AMENDMENT to the original CORE AGREEMENT is December 1, 2019, and shall extend the original agreement’s term through November 30, 2020. The term may be extended for additional one-year periods annually thereafter, upon mutual written consent of the parties.

 

FISCAL IMPACT

The $40,000 in grant funding would be accepted into the Police Grants revenue account (100-2110-33405-KSR-HOM) and appropriated to the Professional Services account (100-2110-43600-KSR-HOM). Any unforeseen costs of the program will be absorbed within the exiting Police Department budget.
