BACKGROUND
At the August 5, 2019 City Council meeting, on motion made by Mayor Kinney, duly seconded, the City Council authorized by majority vote to agendize a policy discussion to consider adding the following policy item to the FY 2019-21 Council Priority Workplan (Workplan), as follows:

Explore annual funding and study for a pet waste receptacle and disposal bag program for City Parks for FY 2020/21 program implementation


A motion made during the August 5, 2019 regular meeting included a preliminary discussion on addressing a resident's complaint received under oral communications about ongoing pet waste impacts occurring in Davis Park which is allegedly causing undue public health and safety concerns for park users.

A policy discussion is needed to amend the Workplan by majority vote via resolution to direct the City Manager to explore potential funding sources and to conduct an operational study for future program implementation. A program analysis and operational study would be recommended by the City Manager during FY 2019/20 to address the community and operational need for pet waste receptacles and disposal bags, with all cost and operational considerations...
