BACKGROUND
The Police Department currently has a successful School Resource Officer (SRO) Program that includes two SRO’s. The SRO’s assigned to our community schools have the responsibility of working in an educational setting with youth and in partnership with educators, counselors and the various academic and social service providers on a campus setting. The Police Department is committed to working in partnership with the District, student and parent groups, community organizations, and additional stakeholders to continue to meet the goals and objectives of the Positive School Climate Resolution, while increasing safety on campus.
The duties of the School Resource Officer may include, but are not limited to the following:
1) Investigation of crimes or administrative referrals with consideration to the Positive School Climate Resolution No. 49-1718 as it relates to questioning, search and seizure, and arrests of students.
2) Create an open relationship and strong communication between the school principal and the SROs. The SRO should meet frequently with the assigned school principal for the purpose of exchanging information about current crime trends, problem areas, or other areas of concern that have potential for threats to physical safety in the school or within the community.
The West Contra Costa Unified School District Board of Trustees adopted the FY 2019/20 WCCUSD Operations Budget, effective July 1, 2019. Contained in this budget, a total of $150,000 was appropriated to the City of San Pablo to support the funding of one (1) School Resource Officer (SRO) from a District-wide appropriation.
The City will provide the School Resource Officer with a Police vehicle at no additional cost to the District.
This contract commences on July 1, 2019 and shall continue through June 30, 2020. There was delay in executing the contract given policy discussions with the District and ensuing multiple contract revisions, especially as to the Scope of Work and the balancing of the District’s Positive School Climate Resolution (49-1718) and the safety and security of students, teachers and administrators. While this process will likely continue to evolve, given the timing with the start of the school year, the City Manager has executed the contract, but seeks ratification of this action. After each contract has expired, the District will forward a new contract for each following year.
FISCAL IMPACT
Under the Agreement for police services, the District will pay the City a total of $150,000 for the 2019/20 school year. The average cost of one officer and one vehicle to the City is approximately $183,000 per year, leaving a negative fiscal impact to the City of $33,000, which will be absorbed within existing budget resources.
