BACKGROUND
On July 30, 2019 the City Manager received an email from Ms. Kathleen Sullivan, Executive Director for Greater Richmond Inter-Faith Program (GRIP) requesting sponsorship in the amount of $5,000 for their program “By Any Means Necessary,” a program that helps combat homelessness and hunger.
In 1972 GRIP received a determination letter that recognized their organization as exempt from federal income tax and is currently exempt under the 501(c)(3) of the Internal Revenue Code. The organization is also classified as a church under sections 509(a)(1) and 170(b(1)(A)(i) also of the Internal Revenue Code.
GRIP’s new program addresses the homelessness and housing crisis in the community where their case managers use unconventional and unique strategies to house individuals and families into transitional and permanent housing. Services will be administered using a Trauma Informed approach where they are sensitive to complex trauma and symptoms that impact their consumer’s ability to find and maintain housing. GRIP’s providers will also offer mental health and substance use services as well as provide intensive case management and engage consumers in enrichment activities purposed to teach them life and self-sufficiency skills needed to obtain and maintain housing.
FISCAL IMPACT
The City Council authorizes the City Manager to a total of $30,000 has been budgeted and earmarked for Event Annual Sponsorship for FY 2019/20 under the Adopted FY 2018-21 Quadrennial Operating Budget - City Council Department (100-1110-44050). The authorized sponsorship in the amount of $5,000 will be deducted from this expense balance leaving a remaining balance of $21,400 for the remainder of FY 2019/20 period for future sponsorships by the City Council.
