FY 2019-21 Council Priority Workplan Compliance Statement
Build a Healthy Community (100.11 Develop Public Facilities for Active Living (Parks, Open Space, Sidewalks, Trails, Bike Lanes, etc.)) is an adopted policy item under the FY 2019-21 Council Priority Workplan, effective March 1, 2019.

CEQA Compliance Statement
Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15061 (b)(3), the adoption of the subject resolution authorizing Public Works to submit a grant application is exempt from CEQA requirements. The redevelopment of the park will require completion of CEQA documentation within three months of application submittal; this will be completed as part of the proposed project.

BACKGROUND
The California Proposition 68 (Prop 68), Parks, Environment and Water Bond (June 2018) authorized the Statewide Park Program (SPP) to provide up to $254 million in funds for new park and park revitalization projects in 2019 (Round 1). The City of San Pablo's proposed submission for this funding is to revitalize and expand the park at 2600 Moraga Road, currently known as the El Portal Soccer Fields.

The park at 2600 Moraga Road does not currently meet the community's needs for park infrastructure. This facility lacks bathrooms, adequate parking, shade structures and other basic amenities; the park is little more than a grass field. City staff have held multiple public meetings, developed an online survey and attended scheduled meetings at the Senior Center and Youth Commission to gain input from the community regarding the desired features for the potentially revitalized park.
