CEQA Compliance Statement
The West Contra Costa Unified School District is undertaking the project, but it would be considered a minor alteration of an existing public facility and categorically exempt from CEQA pursuant to 14 CCR 15301.

BACKGROUND
The City has long partnered with the West Contra Costa Unified School District (WCCUSD) to provide health and wellness programs to the community and share locations and amenities in order to offer increased programs and services to the community. The City has an ongoing kiosk rental which operates on a daily basis out of the San Pablo Community Center. With the increase in programs and services, along with the kiosk operations, the Community Center has seen an increase in traffic and parking from early morning through late in the evening.

The San Pablo Community Center parking lot is connected directly to the Helms Middle School and becomes a shared parking lot. With the increase of programs and services that both WCCUSD and the City are able to provide, parking can sometimes be a challenge and additional parking spaces are needed.

Staff has reviewed options with WCCUSD to expand the amount of parking spaces that are currently at the site. WCCUSD has obtained three proposals and selected Dryco Construction, Inc. to remove a large portion of the exte...
