BACKGROUND
On May 9, 2019 Rafael Torres, President of SPUYSC, submitted a letter of request to the City of San Pablo requesting the waiver of fees for El Portal Soccer Field and Rumrill Sports Park for the following dates:
• El Portal Soccer Field from August 2019 through November 2019
o Monday-Friday from 4:00PM-8:00PM
o Saturdays and Sundays from 9:00AM-4:00PM
o Excludes City Holidays/Closure Dates
• Rumrill Sports Park from August 2019 through November 2019
o Monday-Friday times vary
o Saturdays and Sundays times vary
o Excludes City Holidays/Closure Dates
SPUYSC is a volunteer-run, non-profit organization dedicated to the youth and families in the City of San Pablo and surrounding communities. They provide the opportunity to play soccer to approximately 200 boys and girls ages 3 to 18 years. Through the sport of soccer, the SPUYSC has been able to increase healthy activity for participants in an outdoor environment. SPUYSC has also been able to promote sportsmanship, leadership and teambuilding skills.
The SPUYSC is attempting to reassure families that by being in partnership with the City of San Pablo that children will be protected regardless of their religion, race, gender, or immigration status and that no children are left behind due to socioeconomic disadvantages.
Organizations requesting fee waivers need to submit supporting paperwork such as articles of incorporation, updated roster/membership, list of organization officers and contact information, certificate of insurance, and copy of the organizations by-laws.
At time of submittal and according to the SPUYSC official rosters, they have approximately 521 youth athletes enrolled in their program. Of those 521 enrollees, 39% or 201 of those youth athletes reside within the City of San Pablo.
COMMUNITY SERVICES STANDING COMMITTEE
This item was taken before the Community Services Standing Committee (Xavier/Cruz) on June 19, 2019 where they unanimously supported the recommendation to move forward to City Council to approve the fee waivers requested by San Pablo United Youth Soccer Club for the summer/fall season ending November 9, 2019.
FISCAL IMPACT
The fiscal impact for FY 2019/20 (2019 summer/fall season) will be a loss of approximately $16,370 in General Fund revenue that the City could have realized for rental of the El Portal Soccer Field and the Rumrill Sports Park Fields.
