BACKGROUND
The City of San Pablo is eligible to apply and receive State and Federal funding from the California Department of Transportation, also known as Caltrans. Eligible expenditures include, but are not limited to, planning, environmental, preliminary engineering, construction engineering, and construction costs for infrastructure projects. When funding is awarded to the City, the City is responsible for the execution of State and Federally funded projects.

Per 23 CFR 172.5(b)(1), subrecipients of State and Federal funding are required to adopt written policies and procedures prescribed by the awarding State Transportation Agency for the procurement, management, and administration of engineering and design related consultant services (A&E Services) in accordance with applicable Federal and State laws and regulations. Caltrans has developed the Local Assistance Procedures Manual (LAPM) to navigate through the Federal Highway Administration (FHWA) process.
