Improve Public Safety (5.10- Traffic Safety Program) is an adopted policy item under the adopted FY 2019-21 Council Priority Workplan, effective March 1, 2019.

CEQA Compliance Statement
The project is exempt from the California Environmental Quality Act ("CEQA") pursuant to Public Resource Code section 21083 and 21084 and 14 C.C.R Sec. 15301 because it consists of the rehabilitation of existing street within the City. There will be no alterations that will create additional automobile lanes and no scenic resource will be altered or removed. A separate National Environmental Policy Act ("NEPA") categorical exemption will be issued upon completion of the Caltrans' environmental review

BACKGROUND
Caltrans routinely inspects City-owned bridges in San Pablo as part of a Federal Highway Act requirement for the State to be eligible for federal assistance. Bridges are inspected and rated to indicate any deficiencies including structural adequacy and overall condition. Bridges rated as structurally deficient and/or functionally obsolete are eligible for federal assistance through the Highway Bridge Program to replace and/or rehabilitate deficient, locally-owned, public bridges.

The Giant Highway Bridge (State Bridge No. 28C0326) over San Pablo Creek was built in 1981. The Giant Highway bridge deck is in poor condition and the joints have to be replaced. Recent Caltrans inspections have identified this bridge in need of significant repairs.
