Proclamation for National Day of Prayer is not an adopted policy item under the FY 2019-21 City Council Priority Workplan, effective March 1, 2019. However, for policy reference, the following adopted policies are contained in the FY 2019-21 City Council Priority Workplan, as follows: Major Policy Goal: Build a Healthy Community - Priority #100.2: Continue development of multi-ethnic diversity and awareness in City programs and services.

BACKGROUND
On April 8, 2019, at the end of the Special City Council meeting, Mayor Kinney made a motion, which was duly seconded, to place for City Council consideration a Proclamation for the National Day of Prayer scheduled for May 2, 2019. The City Council, by majority vote, directed that this Proclamation be scheduled for City Council consideration and approval at their next regular meeting scheduled on April 15, 2019. Following City Council majority vote action on April 8, 2019, Mayor Kinney forwarded a proposed Proclamation for City Council consideration and approval this evening (see attachment).

Procedurally, all Proclamations issued by the City Council are typically approved by City Council majority vote action prior to formal issuance at the next regular City Council meeting. Due to time constraints, the Mayor has requested that said Proclamation be issued for the National Day of Prayer event on May 2, 2019 following City Council approval by majority vote this evening. Note: The City Council's next regular meeting is scheduled for May 6, 2019.
