BACKGROUND
The City Manager is presenting an updated Resolution to rescind the previous adopted Resolution 2019-040 unanimously approved at the March 18, 2019 City Council meeting, and listed as “Attachment A” to this agenda report (See Attachment). The updated Resolution will be reconsidered to include additional public disclosure about the Mayor’s membership in the San Pablo Rotary Club. The Mayor has indicated that he is not an officer with the San Pablo Rotary Club and has not received a salary, stipend, gift or travel expenses from the Club. Such public disclosure shall be noted in the City Council’s official records.
On March 7, 2019 the City Manager’s office received an email from Ms. Carol Robinson, Fundraising Co-chairwoman of the San Pablo Rotary Club, requesting City Council to consider a fee waiver in the amount of $770 for the use of Maple Hall for their annual “Night in Tuscany” fundraiser event on Friday, April 26, 2019.
The San Pablo Rotary Club is a non-profit (501(c)(4)) corporation with all proceeds to be contributed to local community organizations, including those that provide services to youth and seniors and their annual fundraiser dinner even will be open to the public.
Table sponsorship includes eight (8) tickets to be used by Elected Officials including City Council, City Treasurer and City Clerk or designated staff if all are not available to attend.
Effective August 3, 2015, City Council approved Recreation Division Facility and Field Fees that now requires deposits for facility and field rentals to be paid in full and are no longer eligible for fee waiver. San Pablo Rotary Club provided adequate liability insurance associated with the use of the facility.
FISCAL IMPACT
A total of $15,000 has been budgeted for Maple Hall Fee Waivers and a total of $35,000 has been budgeted for Annual Event Sponsorships in the adopted FY 2018/19 Operating Budget - City Council Department (100-1110-44050). The authorized fee waiver in the amount of $770 leaving a remaining balance of $1,438 in Fee Waivers, and table sponsorship in the amount of $360 that includes eight tickets for the San Pablo Rotary Club’s annual Night in Tuscany fundraising event on Friday, April 26, 2019, leaving a remaining balance of $3,915 for Annual Event Sponsorships under the adopted FY2018-21 Quadrennial Operating Budget - City Council Department (100-1110-44050).
